What if Michael Jordan grew up only practicing free throws in a calm, quiet environment? With 6 seconds on the clock, fans screaming, and a championship all riding on one last jump shot, knowing all eyes are on him....would he sink that shot? A "yes" in a very bad situation requires two things:

No matter how "trained" you think you are, defensive encounters have the same difficulties. All the hours of practicing at the range won't mean squat if techniques and drills aren't in place to overcome the fear, anxiety, and adrenaline rush that plague even veteran police officers.
